Bikin will meet with North Korea's former ambassador to Spain, Kim Hezhe, to start consultations on the second summit meeting between the DPRK and the United States.
The report said that this is the second time that Billy met with Kim Hezhe. Jin Yingzhe, vice chairman of the Workers' Party Central Committee, visited the United States on January 18, and Kim Hezhe, who accompanied him, met with Bigen in Washington for the first time.
Biggen's last visit to North Korea was in October 2018, when he accompanied US Secretary of State Pompeo to visit Pyongyang.
